Is there jet skiing in Hawaii at all?
Yes. Oahu has four designated thrill craft areas, and Maunalua Bay is the one with commercial rides on GetYourGuide.
The state thrill craft course names Maunalua Bay (HAR 13-256-88), the Reef Runway and Keehi Lagoon recreational zone (HAR 13-256-93), the Kaneohe recreational zone (HAR 13-256-73) and Haleiwa (HAR 13-256-61). Each has its own rule set, and commercial thrill craft are kept within a 200-foot radius of their permitted location.
Maunalua Bay is the visitor answer for three reasons: it is the closest to Waikiki's hotels on the south shore, it is sheltered and shallow, and it has commercial zones where operators can rent skis with instruction. The bay lies east of Diamond Head along the south shore. Traffic varies by time of day, which is why the pickup is the simplest way to do it: the operator times collection to the slot you booked and brings you back afterwards. Allow more than the ride itself for the morning. One rider on the flagship listing advised others to be prepared for the whole thing to take two hours, which is a fair estimate once pickup and drop-off are added. What does the water taxi do?
It carries riders from the marina dock to a floating platform near the course, where you step onto the ski without swimming.
The commercial zones sit out in the bay rather than at the marina, and state rules keep thrill craft at slow-no-wake near the shore. So the operator runs a water taxi. The operator's site describes an 8-minute round trip from the office to a floating activities island; the tandem listing calls it the water taxi to the launch point.
At the platform a partially submerged hydro hoist holds the ski steady while you climb on. The operator's site says no swimming is required to mount. After the briefing, riders head into the buoyed course, all going the same direction and keeping at least 100 feet apart, per the operator.

Because there is no designated thrill craft zone there, and state rules keep motorised skis away from the shoreline and out of crowded swimming and surf areas.
HAR 13-256-18 limits commercial thrill craft to a 200-foot radius of the permitted location, requires slow-no-wake within 300 feet of the shoreline and allows access only from harbours and ramps. Waikiki has none of the conditions those rules need: it is a beach of swimmers, surfers and canoes, with no permitted riding area offshore.
The water in front of the hotels is better used for something else. A beginner surf lesson runs from the Ala Wai end of Waikiki Beach, and the parasail and speedboat departures leave from Kewalo Basin a short way west. Jet ski or parasail weighs those up.
What leaves from Kewalo Basin?
The boats: two Waikiki parasail listings and a small-group speedboat to Turtle Canyon. No jet skis.

What about Kona, the Big Island or the other islands?
